The Government's 'Unspoken Acknowledgment': Who's on the List to Receive Antiviral Treatment?

The federal plan to stockpile antiviral medications will not be able to support the entire US population. Therefore, the government recommends "priority groups" to determine who will be allowed treatment in the event of an avian flu pandemic. The small supply of medications will need to be used effectively and efficiently, while keeping in mind the groups at high-risk and rates for spread of infection. Because children and the elderly contribute greatly to infection rates and are more susceptible to disease, it is imperative that the government keep this in mind.

Bethesda, MD (PRWEB) December 27, 2005 -- In advance of an avian flu pandemic, the government is preparing to stockpile quantities of antiviral drugs as an early response plan to curtail the spread of infection. The Department of Health and Human Services anticipates that stockpiled antivirals will be sufficient to treat 25% of the US population. However, the current quantity of antiviral drugs may be as low as only 2% for the American public, and the timeline to produce sufficient quantities years out. This ultimately begs the question of how the government plans to distribute and prioritize an extremely limited amount of medication to most effectively serve the public good.

Recently, representatives from the International Association of Medicinal Compliance (IAMC) and FLAVORx, Inc. have been meeting with members of Congress to propose an effective response to the avian flu. Top government leaders hint at an ‘unspoken acknowledgement’ regarding the “priority groups” to receive antiviral treatment. At the top of the list are key decision makers and essential service providers. Immediately following these groups are medical personnel working closely with avian flu cases and research and pharmaceutical manufacturers capable of producing more antivirals or deriving an effective avian flu vaccine. “But what about children? Or the elderly? Or those with compromised immunity?” asks Gunjan Koul, Program Director for the IAMC. “What process is our government using to determine who is eligible for treatment when the reality of who spreads it most isn’t even addressed?”

The CDC suggests that the priority of groups to receive the human influenza vaccine begins with children aged 6-23 months, adults 65 and older and those at high risk for developing serious medical conditions such as those with pre-existing chronic disease states “So why would these same high risk groups not be a top priority in the avian flu pandemic?” says Koul. “Pandemic spread is determined by the rate of infection. If the government can’t protect those most prone to contracting or spreading the virus, then no amount of antiviral medication will be sufficient to stop it.”

Studies show that children play a considerable role in disease transmission, with 45% of school-age children normally infected during an influenza outbreak. Children are at an increased risk for influenza-related hospitalizations and much more likely to spread infection to other children, family members and even out-of-home caregivers. According to the National Institute of Allergy and Infectious Disease (NIAID) “because schools are an excellent place for flu viruses to attack and spread, families with school-age children have more infections than other families, with an average of 1/3 of the family members infected each year.” Senator Kennedy’s Science and Policy Office notes that “vaccinating 80% of children is as good at slowing the spread of flu as vaccinating 80% of the total population.”    

The WHO suggests administering the human influenza vaccine to reduce the potential for people to be infected with the avian flu and concurrently infected with the human influenza strain. Dual infection increases the opportunity for genetic reassortment of the avian strain with genes from the human strain, which could result in a mutated, more potent pandemic strain. Because children and the elderly are at higher risk for contracting the human flu virus, additional infection with the avian flu virus could show exponentially detrimental damage to public health as a whole.

Earlier this year, the first wave of avian flu vaccine development yielded positive results in the testing of healthy adults. However according to So. Captain Charles Baxter of the US 7th Fleet, “a vaccine for the avian flu has yet to be invented and it probably won’t until the disease reaches pandemic state.” Beyond that, trials must also be conducted to determine the effectiveness and safety in children.

But without an effective vaccine yet available, or without the guarantee that a vaccine will be safe for children and the elderly, Koul wonders how they will protect these groups. Recent events also show that a higher dosage, and thus a larger quantity of Tamiflu suspension, might be needed to suppress the effects of avian flu symptoms and mortality. The IAMC and FLAVORx have proposed that, in light of this information on influenza susceptibility and disease spread, the focus for prioritizing distribution of antiviral medications be placed on children and the elderly. To ensure that these drugs are used as effectively as possible, patients must adhere to near 100% medicinal compliance. For children and the elderly, studies show that non-compliance is typically the result of taste and palatability in swallowing medications. FLAVORx’s continual studies on antiviral medications like Tamiflu conclude that the liquid suspension has an extremely bitter aftertaste and systemic effect, unpleasantly remaining on the taste buds for several hours to days. This can be easily overcome with the addition of a medically designed flavoring. In the event of an avian flu pandemic, it is imperative that the government be prepared with a comprehensive plan that addresses all aspects, details and risks associated with the spread of infection to successfully protect the public health.

Good use for recycled spam

You may or may not have been dealing with form spammers, scum that use automated scripts to find forms that they can use to pass extra data to and if the script that processes the form has some weaknesses, it can be used by them to sane spam.

They send out test emails and then collect the results at AOL, or have another script pull the results from the AOL account. I've tried making AOL aware of this problem to shut down the accounts the spammers use, but they have never responded.

I edited the scripts so that most of this junk does not go out to clients, but I sill check it to make sure that we don't miss something valid.

I don't know what happened, but tonight I snapped. I really got sick of all this form spam coming in over and over. Stupid spammers, if they just sent a few messages they would not have provoked me...

I used to have a "Catch all" email address set up. This way, I could give out all kinds of different email addresses and no matter what anyone sent, I would get it. Then about 2 months ago, spammers started using all kinds of random email address names with my domain. It started reaching 2-3 bounced messages a day and finally I had to create all the email address aliases that I needed to I would not lose any email and could then turn off the catch-all.

Then today I realized that I could create another catch-all that would forward the spam bounces to the account of the form spammer. Lemons into lemonade...! :-)

I also set myself to get a copy of all the spam that is forwarded so I could see what's going on. Right now the spam is coming in at the rate of about 180 per hour. So in a 24 hour period there should be about 4,000 at that rate.

·    Increase your 401(k) and 403(b) contributions if you haven't been contributing at the maximum rate all year. This year you can put up to $14,000 into your 401(k) or 403(b) plan at work. Anyone 50 or older by December 31 can make additional “catch-up” contributions of $4,000. Contributing to a 401(k) or 403(b) plan at work is one of the best tax shelters available to you during your working years.

·    Set up a Solo 401(k) if you’re self-employed and have no employees who work more than 1000 hours per year, except your spouse. With these tax advantaged retirement accounts, you can contribute $14,000 ($18,000 if 50 or older) plus 20% of your net self-employment income, up to $42,000 for 2005. If you are 50 or older, the max increases to $46,000.

·    Take a look at your withholding and instruct your employer to withhold additional taxes if you haven’t had enough taxes withheld during the year to avoid getting hit with an underpayment penalty.

·    Consider selling your investments held in non-retirement accounts that have decreased in value since your capital losses can offset other capital gains realized during the year (including from your mutual funds). Excess losses can then be used to offset up to $3,000 of wages and other income. Make sure to wait at least 31 days before buying back a security sold at a loss, or the IRS will disallow the loss under the "wash sale" rules.

·    Send in your January, 2006 mortgage payment early enough so it will be processed prior to 12/31/05. By sending in your payment a few weeks early, you can deduct the interest portion of that payment a full year earlier.

·    Clean out your closets and donate your clothing and household items to a charitable organization, since "non-cash" contributions are deductible if you itemize. Don’t forget to get a receipt. For gifts of money, making your donation by credit card before December 31st allows you to deduct the donation on this year's return, even if you don't pay your credit card bill until 2006. And you always have the option of donating appreciated investments to charities. You get to claim your donation based on the value of the assets donated, without paying any capital gains taxes on the appreciation.

·    Review your miscellaneous itemized deductions. These items, such as unreimbursed employee business expenses and investment fees, are deductible to the extent they exceed 2% of adjusted gross income (AGI). Items paid with credit cards are deductible in the year charged. Beware of the Alternative Minimum Tax (AMT), however. ·    Pre-pay your projected state tax shortfall if you'll be itemizing your deductions and not subject to the AMT.

·    Pay off your medical bills. Medical and dental expenses are deductible if they exceed 7.5% of your income. Payments for services not yet performed are not deductible.

Facing bankruptcy because of the legal expenses to defend against this suit a fund has been set up to prevent IGI from winning by financial default.

(PRWEB) December 2, 2005 -- DOUGLAS Art Prints® News is the subject of a SLAPP lawsuit filed in Federal Court by International Galleries, Inc. for reports on this blog about the company being a pyramid scheme. (A SLAPP Suit is a Strategic Lawsuit Against Public Participation. A lawsuit in which a corporation or developer sues an organization in an attempt to scare it into dropping protests against a corporate initiative.) Actually the corporation DOUGLAS Photography, Inc. and Douglas Konkol personally are being sued. (U.S. District Court. Northern District of Ohio, Eastern Division Case No. 05 CV 2299) It is not just Konkol’s opinion but the opinion of many, including one or more top flight attorney's with expertise on pyramid schemes and other pyramid scheme experts that International Galleries, Inc. is a pyramid scheme.

“You can find that on DOUGLAS Art Prints® News that I have found not only documents and expert opinion supporting this but I have also found that on May 5, 2003 one Stanley Leitner formed the IGI corporation and was the sole director of the corporation. On April 14, 2004 Mr. Leitner also formed and was sole director of the Megafund Corporation. Mr. Leitner was the Director of Megafund and International Galleries, Inc. until July 11, 2005 when he was replaced as director. Seven days prior, on July 1, 2005, Stanley Leitner and Megafund were formally charged by the SEC for operating a $13.8 million dollar investment fraud. There are State of Texas documents that prove more than one of the Megafund Officers were also and are still officers of International Galleries, Inc. In fact Megafund Officer Robert Fridd was named Co-Director of International Galleries, Inc. to replace Stanley Leitner. In fact SEC documents should prove that Stanley Leitner ran Megafund from the offices of International Galleries, Inc.” Konkol said.

“I am being sued for opinion I offered in my reports exposing International Galleries, Inc. being a pyramid scheme and the ties between them and Megafund. Not only is International Galleries suing me but they are also suing a hispanic newspaper in Chicago, La Raza, for the same report,” Konkol continued. “I was fully prepared to go represent myself. I have no insurance to cover this and more important I believe I could easily prove to a jury that I had every reason to believe what I said is true and documents and sources included in my reports would further prove that. Because International Galleries is not just suing me personally but me and the corporation they have found a way to prevent me from defending this suit myself, pro se. There is precedent that a corporation must be represented by an attorney. I am being forced into a very expensive legal defense in federal court.”

International Galleries, Inc. could win by forcing Konkol and the corporation into bankruptcy simply trying to defend the right to free speech in this SLAPP suit. Konkol continued, “I have ‘no horse in this race.’ I saw what I and others believed to be a pyramid scheme that was defrauding hundreds or maybe thousands of people possibly causing bankruptcies, divorces or even suicides. I reported on that company on my blog. Me personally and my corporation could be forced into bankruptcy and lose because I exposed a pyramid scheme that was being run by a man, by the same people who were at the same time operating a $13.8 million fraud. I need help. I am proud of what I did and now I need help to prevent International Galleries, Inc. from winning my silence. I am proud of what I did and now I need help to prevent International Galleries, Inc. from forcing me and the corporation into bankruptcy and winning because I could not afford the expense of the defense of this SLAPP lawsuit.”
