More Iron Range Miners Dying of Cancer

March 28, 2007 - Reviving a 35-year-old controversy on Minnesota's Iron Range, the state Health Department said on Wednesday that a rare asbestos-related cancer is killing miners in significantly greater numbers than previously reported.
 
A new analysis found that 35 miners died of mesothelioma from 1997 through 2005 -- double the number reported killed by the disease in the previous nine-year period. In all, 52 Iron Range mine workers died of the disease since 1988, all of them men.
 
In northeast Minnesota, where dusty iron- ore mines have operated for more than a century, mesothelioma strikes men at more than twice the rate in the rest of the state, the department said. Women there have lower rates of the disease, suggesting that the higher rate among men is job-related.
 
But the Health Department hasn't linked the deaths to mine dust. Nor did health officials repudiate their controversial 2003 study, which said commercial asbestos used in boilers and other equipment, rather than mine dust, is the most likely cause of miners' mesothelioma.
 
That study has been criticized by mine workers and others, including former U.S. District Judge Miles Lord, who have said it didn't dig deep enough into the problem.
 
Now, the department said Wednesday, it plans to launch a three-year study that examines whether past mine-dust exposure is linked to cancer, along with other research to assess the health risks of breathing asbestos-like fragments produced during mining and iron-ore processing. The latter study aims to set state exposure limits for those fibers, officials said.
 
Bitter confirmation
 
For Joe Scholar, 84, of Virginia, Minn. a retired mine supervisor who suffers from lung disease, the growing death toll is a bitter confirmation of his 20-year effort to convince health officials that ore mining caused cancer.
 
"It is undeniable," said Scholar, who served on an advisory committee for a 2003 state study. "I am hoping I live long enough to see this exposed."
 
Health officials warned that asbestos exposure also puts workers at risk for other asbestos-related illnesses like lung cancer and lung-scarring asbestosis. Those diseases potentially affect many more people than mesothelioma would. Yet officials offered only generic health advice to current miners.
 
"We still don't know any more than we did in 2003," said Mary Manning, director of the Health Department division overseeing the effort. "What people should do is continue to get regular health care, not smoke, watch their weight, eat a good diet. There is no screening for mesothelioma. Taking positive actions for their health is the only thing we can recommend right now."
 
Mesothelioma attacks the lining of the lung, but takes decades to strike. Needle-like asbestos fibers first lodge deep in the lungs, causing inflammation and plaque that restricts breathing. In some cases, the condition progresses to the deadly cancer. In Minnesota, it strikes less than 3 in 100,000 people. Two months later, he died
 
The cancer snuck up on Alver Uncini of Chisholm, Minn. For 10 months, he suffered intense pain from his chest area to his back, but doctors and a chiropractor did not immediately discover the problem, said his son, Robert.
 
Then he was diagnosed with mesothelioma. Two months later, on Nov. 15, 2004, he died. He was 80.
 
Uncini, who had worked in the mines for 34 years, had retired from the Minntac plant in Mountain Iron, Minn., in the mid-1980s.
 
"The trouble with mesothelioma is that it is hard to detect and by the time they find it, it is usually too late to do anything anyway," Robert Uncini said. "I hate to see anyone suffer from that."I'm glad to see that [new studies are being conducted]," Uncini said, "because I worked in the mines for 30 years myself." He said he had just retired from Hibbing Taconite, and recalled that in the early years at the plant, none of the workers wore respirators.
 
Databases were cross-checked
 
The Health Department identified the 52 mesothelioma victims by comparing names in a statewide cancer registry with a database of 72,000 people who worked in Minnesota's iron-mining industry between the 1930s and 1982. That means miners who died of mesothelioma after moving to other states are not counted.
 
Officials said the new studies will cost up to $1.2 million. In the planned exposure study, officials will use data on how much workers in various jobs were exposed to the dust, and then compare whether workers in dusty jobs had higher rates of mesothelioma.
 
The department has applied for federal research grants, but Manning said the projects will go ahead regardless of whether that money comes through.
 
Data found a year ago
 
Manning said officials spent a year reviewing data and planning the response after researchers discovered the higher mesothelioma toll in March 2006.
 
Officials from the United Union of Steelworkers and the mining industry endorsed the studies. But Robert Bratu- lich, director of the District 11 Steelworkers union, said a larger study should have been done long ago "and as I recall, the Health Department refused to do that."

On September 12, 2006, the Federal Bureau of Prisons (BOP) made major revisions to their core Program Statement 5100 - Inmate Security Designation and Custody Classification Manual. The newest version is 5100.08.

Major changes to this core program statement include:

1. The creation of the DSCC- Designation and Sentence Computation Center in Grand Prairie, Texas. All inmates will now be designated by BOP Staff at this location. The DSCC was developed to provide consistency in the designation/redesignation process.

2. Additional changes such as Criminal History Score, Inmate Age, Education Level, Drug/Alcohol Abuse, Living Skills and Program Participation have replaced previous scoring categories such as, Type Of Prior Commitment, Mental/Psychological Stability, Responsibility Demonstrated, and Release On Own Recognizance. The new additional categories should improve the designation and custody classification process.

3. Further clarification of scoring has been provided regarding Family/Community Ties, Deportable Alien PSF, Prison Disturbance and Medical Transfer Code Descriptions. PSF stands for Public Safety Factor.

4. The floor for the Violent Behavior PSF has been reduced from High Security to Low Security. This will allow lower security level placement.

5. A Custody Variance Table has been developed. This will help with special circumstances in regard to designation.

6. An Expiration Date has been added for the Greater Security Management Variable. This will allow a time-factor analysis on lowering a security level.

7. Unescorted Transfers: Allows for inmates to be transferred from one camp to another that are camp status. This will make nearer transfers and transfers to the RDAP Program easier and more humane.

8. More consideration and urgency are given to the PSI/R - Pre-Sentence Investigation Report (completed by the US Probation Department) and the Statement of Reasons (made by the Sentencing Judge). Based on this, it is more important then ever that these stages be documented and handled properly.

Companies Choose Business Debt Settlement

Business Debt Settlement: The Solution More Companies Are Choosing As
Economy Gets Tougher

While debt is always a concern for closely held companies, the current
economy and competitive pressures make it even more so now. As a result,
business owners increasingly are looking beyond the traditional
solutions--commercial debt consolidation and bankruptcy--and discovering
that professional debt settlement can be a far less costly, less stressful
route to debt relief.

Highland Park, IL (PRWEB) March 14, 2007 -- Now more than ever, debt is a
double-edged sword for closely held companies, and requires special
attention, according to the president of a leading commercial-debt
settlement firm.

Wal-Mart's . . . low prices routinely reset our expectations about what all
kinds of things should cost--from clothing to furniture to fresh fish. Jim
Herst, founder and president of Performance Source Inc (PSI) notes that a
host of outside pressures is making it more difficult for small businesses
to maintain the steady cash flow needed to keep their debts under control.
Faced with these challenges, it's no wonder more of them are seeking outside
help to manage their debts.

Running Your Business Isn't Getting Easier
Herst cites several current factors which are making it harder for private
companies to manage their debts:

- In February, 4th-quarter 2006 GDP growth was revised downward--from an
initial estimate of 3.5% to a far weaker 2.2%. It was the largest downward
revision in the GDP in a decade. The lower growth rate suggests that more
businesses are seeing reduced demand for their goods and services, hampering
their ability to pay their debts.

- Raw material costs are rising. Higher gasoline prices are only part of the
story. Industry Week magazine reports that copper prices have doubled in the
past year, nickel prices are on the rise, and other material costs are as
volatile as they have ever been. In response, manufacturers who buy these
materials are raising their prices . . . which cuts into the cash flow of
the firms who buy their products.

- The U.S. economy is increasingly sensitive to global economic news. On
February 27 China's Shanghai Composite market dropped 8.8%, immediately
triggering significant declines in both U.S. and foreign markets. It was
another example of how fast global economic news can hit the stock
investments that closely held companies rely on for a variety of
needs--indirectly reducing their ability to make debt payments.

- Competition, both big and small. In his book "The Wal-Mart Effect," author
Charles Fishman says, "Wal-Mart's . . . low prices routinely reset our
expectations about what all kinds of things should cost--from clothing to
furniture to fresh fish." At the same time, tiny, low-cost online merchants
have made nearly every category of consumer and business goods more
competitive than ever.

As PSI's Herst points out, "Even closely held firms which have grown despite
these challenges are likely feeling a heavier debt burden now. Many business
owners rely on credit cards or mortgage loans--increasingly ones with
variable rates--to launch or expand their operations." Besides being more
costly to use as interest rates have risen, many credit cards' minimum
payments have recently jumped to 3 or 4% (from the typical 1.5%) of the
outstanding balance.

Options for the Business In Debt
What can a private-business owner do if his (or her) company's debt load has
become a problem?

Herst notes that most owners prefer to try to 'ride out' the rough patch.
"Unfortunately this approach often makes the situation worse," he says.
"Consolidating the debts with a new loan is another option, but in most
cases the owner will have to put up collateral such as a home or major
assets of the business. Plus, the long-term cost of the consolidation is
often greater than what is currently owed on the debts.

"Bankruptcy is a third way to go but not as attractive as it used to be: The
2005 Consumer Bankruptcy Reform Act has unintentionally made it harder for
small businesses to wipe away debts. Even when a credit card is opened in
the name of a business, the card's terms and conditions are likely to say
that the person opening the account is responsible for the debt."

What About Debt Settlement?
As a result, Herst explains, more business owners are looking for a better
solution--and discovering debt settlement. If an experienced, professional
negotiator is hired to deal with each creditor individually, he says, some
of the business' debts could shrink by as much as 70%. He advises business
owners to look for an experienced pro who will also handle all calls and
letters from their creditors--allowing the owner to focus on rebuilding
sales.

"A key question that any business owner should ask a debt-settlement firm is
how it earns and collects its fees. Ideally, the fees should be based solely
on the dollar amount of debt savings achieved for the client. This makes
debt settlement a virtually risk-free solution."

That's not to say that debt settlement is perfect, or appropriate for all
companies' financial situations, Herst acknowledges. It's primarily intended
for companies already behind on their payments and looking to make a fresh
start. Because they are "in arrears" on their debts, these firms' Dun &
Bradstreet ratings usually have already dropped. Debt settlement activity
may initially lower these ratings further, but in most cases it is also the
first step in rebuilding the client's rating--because payments are now being
made where they weren't before.

Herst concludes, "If your company is dealing with heavy debt, you're not
alone. Many companies are struggling against economic conditions beyond
their control. But don't assume your debt problem will take care of itself.
While debt consolidation or bankruptcy might seem like the most obvious
options, remember that debt settlement could get your business back on track
financially with far less cost and stress to you."

Consumers Getting Too Much Junk Mail

Survey Shows Consumer Opinions on Junk Mail

BOULDER, COLO. - Mar. 7, 2007 - Consumers think they are getting too much
junk mail according to StopTheJunkMail.com's 2006 fourth quarter survey.
Results show that the majority of survey participants receive at least 6-10
catalogs per week, almost all of which are discarded immediately, leaving
many to question the impact of direct mail on their homes and businesses, as
well as the environment.

StopTheJunkMail.com releases their consumer opinion survey quarterly in an
effort to determine how best to control or eliminate the nuisance and
environmental impact of junk mail. The survey is given anonymously to a
nationwide sampling of consumers to accurately show attitudes toward
unwanted mail.

The survey also asks consumers what they believe are direct mail's "worst
offenders" with banks at the top of the list, followed by catalogs and
coupons. The top three cancelled catalogs during the last quarter were
Lands' End, Wine Country Gift Baskets and Herrington. Direct mail lists that
consumers most asked to be removed from included the Direct Marketing
Association, Experian and Equifax.

While the overall findings show that most people don't appreciate and
immediately throw away unwanted mail, they wouldn't mind the occasional
catalog or direct mail offer if they could control the frequency. One-third
of survey participants wouldn't mind getting catalogs once every three
months, while the majority still says they would rather get a catalog once
or twice a year with e-updates, or shop online exclusively.

Almost half of all survey participants claim to be concerned about the
environmental impact of junk mail - not a surprising statistic in light of
the "green awareness" sprouting up in more and more businesses everyday.

[3] Accelerometer offers long-term stability
 
Inertial Aerosystems has released a force rebalance
accelerometer, designed for industrial applications. The
QA-650 incorporates the established Q-Flex etched quartz
proof flexure seismic system. An amorphous quartz proof mass

alignment. Integral electronics develop an acceleration

digital torque transducer that sets new standards of

Security of mobile devices has hit the headlines again recently with
two high profile incidents of laptops being deftly extracted from
their owners who just happened to have loaded personal data records
onto them. In the case of the Nationwide Building Society, it was 11
million customer records for which they paid heavily through the
courts. More recently, Worcestershire city council lost a laptop
containing the data of 18000 council staff. PGP comments that lifting
a laptop is the easiest way to compromise the information protection
policy of any organisation. Of course, it doesn't stop there - having
your data carried around in someone's briefcase or shirt pocket in the
case of PDA's and flash devices is asking for trouble unless that data
is comprehensively protected. Sadly it seems that in many cases it
isn't. We have to admit that banks and government organisations are
usually pretty good at this sort of protection so if they're getting
it wrong, imagine the chaotic mess everyone else is in.

There are a growing number of companies in existence which can help
out with this problem with their security products for mobile devices
which include anything outside of the firewall - laptops, PDA's and
flash memory included. We cover their news on the website and you can
read more about PGP's comments by clicking through from the link in
the newsletter below.

It may also be worth visiting InfoSecurity Europe in April where this
issue is certain to be high on the agenda. The conference takes place
between the 24th and 26th of April in London and you can read more

[2] INTELLIGENT VIDEO SURVEILLANCE FOR BARCELONA METRO
(Sony Europe, ISS Division, 19 Feb 2007)

Line 9 (L-9) of the Barcelona Underground is implementing a Sony
intelligent video surveillance solution to guarantee safety and
operating efficiency across its network.  The solution features an
integrated networked video surveillance system built on the innovative
DEPA (Distributed Enhanced Processing Architecture) platform, which
includes Sony's award-winning IP monitoring software RealShot Manager
and 1,585 IP cameras deployed in the 51 stations along the line.  From
Santa Coloma de Gramanet, at the north end of the city limits, to the
airport of El Prat, at the southern end, the L-9 line serves some of
the busiest areas of Barcelona.  It crosses the important Carlos
III-Ronda del Mig-Travessera de Dalt-Sagrera axis, servicing areas
critical to Barcelona's thriving economy such as the Logistics
Activities Area (ZAL) in the port and the Zona Franca (duty-free
zone).  The network links five municipalities, and is scheduled to
carry some 90 million passengers a year.  The project required a
robust security and monitoring system to guarantee users' safety and
security at all times.  The complexity of the project was heightened
by the multitude of installations, high number of stations - in some
cases 60 metres below street level, and numerous stretches of line,
stairs, escalators and corridors.  The real challenge lay in deploying
a sophisticated control system combining efficiency and intelligence.

[3] BLAST WINDOW RETENTION ANCHOR SYSTEMS

Cintec America of Baltimore, MD, a world leader in the field of
structural masonry retrofit strengthening, repair, and preservation,
offers its Blast Window Retention Anchor Systems.  Cintec's Blast
Window Retention Anchor Systems offer a customised solution for each
application and masonry substrate to provide maximum resistance to
explosions.  The award-winning Blast Window Retention Anchor System
process begins with an inspection of the structure by qualified
personnel.  The structure is then modelled to assess the most likely
response and the risk inherent to the structure in order to determine
the best reinforcement pattern.  At the site, the Cintec Blast Window
Retention Anchor System, fashioned out of a steel bar enclosed in a
mesh fabric sleeve, are inserted into the masonry and then connected
to the frames.  A specially-developed, non-polymer, cementitious grout
is then injected into the sleeve under low pressure.  The grout then
fuses with the mesh, expands, and shapes itself around the steel to
fit the space.  Cintec uses state-of-the-art dry or low-volume wet
diamond drilling techniques to reduce or even eliminate water damage
associated with conventional concrete wet drilling.  Extensive in-situ
load testing on various sizes and types of Cintec Blast Window
Retention Anchor Systems has proven that large blast loads can be

[4] FALSE ALARM REDUCTION TO MOTOR DEALERSHIPS
(Optex (Europe), 22 Feb 2007)

One of the oldest and most well-respected motor dealerships is using
innovative external Redwave detection technology from Optex Europe,
specified and installed by local specialists Reay Security, to protect
a number of its trading sites throughout the north east.  In keeping
with many such establishments, the need to protect vehicles overnight
from damage or theft is paramount.  Being outside, however, there are
issues with wildlife, adverse weather conditions, advertising bunting
etc triggering alarms which are by definition 'false', and potentially
therefore impacting on police response.  Keeping false alarms to a
minimum, whilst being sure that 'real' intruders are detected, was the
task given to Reay Security, who in turn recommended Optex Europe's
Redwave Detectors.  Redwave detectors have been designed specifically
to counter the three major headaches for installers, remote monitoring
centres, and end-users associated with false alarms in outdoor
detection: repetitive movement - ie from objects such as trees, flags,
advertising bunting etc; small animals - from foxes and other mammals
to insects flying in front of the detector; and 'over-ranging' -
alarms triggered by activity (eg from passing vehicles) beyond the
perimeter being protected.  In addition to using passive infrared
(PIR) and microwave technology as in conventional combination
detectors, Redwave also has Adjustable Microwave Range Limiter (AMRL)
technology that allows users to adjust the detection distance, and a
Dual Quad Zone Logic (DQZL) PIR that uses two PIR detectors to
increase detection density and eliminate undetectable areas.

[5] AVOID COMPLICATING CARD CRIME PREVENTION
(The 3rd Man, 26 Feb 2007)

The announcement by APACS that it is working with banks, retailers,
trade associations and others to trial next generation fraud
prevention solutions to combat 'card not present' fraudulent
transactions is another step in the fight against retail crime, but
fraud protection specialist the 3rd Man believes that the industry is
in danger of over-complicating systems and alienating genuine
customers.  Proposed new solutions include a cardholder inserting
their chip and PIN card into a hand-held card reader and entering
their PIN, as they would do in a store.  On confirming the PIN
entered, the reader generates a unique, one-time only passcode which
the cardholder provides, when prompted, for authentication with the
cardholder's bank.  This solution, says APACS, will ensure that the
person conducting business online or over the phone is the genuine
customer and will make these types of transaction even safer.

[6] POOR CONFIDENCE IN WEB SECURITY PREVAILS
(Symantec, 23 Feb 2007)

The UK's online economy is in danger of stagnating if businesses don't
instil more confidence in their customers, according to research
released by Symantec.  The study revealed that 66 per cent of
consumers believe that making transactions online puts them at
increased risk of online fraud, and 30 per cent agree that Internet
security threats prevent them from making more online transactions.
The survey, carried out amongst 2,500 UK adults, has revealed that
despite three-quarters of the population shopping and banking online,
many are looking for additional reassurances from online retailers
before spending more.  While most respondents (45 per cent) have no
plans to spend any more than their current online average of around
GBP100 a month over the next year, and 48 per cent of shoppers still
prefer to shop on the high street, the results suggest that online
business isn't as booming as it could be.  However, if businesses
guaranteed that they would compensate their customers should their
money or identity be stolen, then 77 per cent of those questioned
would be more encouraged to spend online.

[7] THAMES VALLEY TO USE SIEMENS CCTV

Siemens Building Technologies, Security Systems has entered into a
Framework Agreement with the Thames Valley Police for the supply of
Automatic Number Plate Recognition (ANPR) and CCTV cameras, for a
period of three years.  This is the first contract of this type and
represents a new method of working for both parties.  Thames Valley
Police and its partners throughout the UK can now take advantage of
special fixed pricing, negotiated under a strict tendering process.
This allows them to call off equipment and services at short notice,
at the same time taking advantage of pre-negotiated rates.  Siemens
was selected to fulfil this contract not just for their keen pricing,
but also because of its considerable experience supplying equipment
and services to this sector.  Automatic number plate recognition
(ANPR) is helping police forces tackle criminality on the roads.  It
is an invaluable tool in promoting public assurance that crime is
being systematically reduced.  ANPR systems read, record, log and
check number plates against a database.  If recognised as significant
or suspicious, the system can alert users to take the appropriate
action.  Siemens has developed a more sophisticated ANPR system, based
on its considerable understanding of the security requirements of both
the public and private sectors.  The system will automatically check
the number plates of moving or stationery vehicles against the PNC,
DVLA or local databases and is capable of rapidly deploying accurate,
timed information of stolen or untaxed vehicles, known criminals or
suspects' vehicles.

cell door lock and software which will contribute to a safe and
reliable cell management and locking system within police stations,
prisons and other high security detention facilities.  "K-Interactive"
is a range of locks designed by Pickersgill-Kaye following the success
of its Kaye Class 1 Cell lock which has been selected for use by a
growing number of consortia in new build custodial facilities
throughout the UK.  The K-Interactive locking series and OneTouch
electronic control technology designed by Core Systems, combine to
provide the highest specification custodial locking solution on the
market.  It is a modular solution ranging from standalone mechanical
locks to a complete end-to-end computer controlled custody management
system.  This latest development further cements Pickersgill-Kaye's
growing reputation as a manufacturer of quality high security locking
solutions, building on over 150 years experience in the specialist
design and manufacture of locking mechanisms for the world's
custodial, architectural and railway industries.  The new lock has the
same footprint and fixing points as existing mechanical Class 1
Cell/Pass Locks and fits all UK cell doors.  With versatility designed
in, it can be configured to operate standalone or networked and offers
three locking options - mechanical only, or electromechanical with or
without memory in the lock.  Core's OneTouch software is designed to
monitor all authorised and unauthorised action and record each event

Dyno-Secure has introduced a new intruder alarm service for the home.
The company is accredited by the NSI (National Security Inspectorate)
which ensures that its alarm systems meet the high standards required
by the industry.  Three intruder alarm systems are offered by the
company - Response 24, Alert 24 and Alarm 24.  Response 24 provides
round the clock premises monitoring throughout the year by
Dyno-Secure's Alarm Receiving Centre.  Two service visits are also
included as well as 24 hour customer care and service support.  The
Alert 24 has a speech dialler incorporated within the control box.  If
the alarm is triggered, the alarm calls up to four programmed
telephone numbers including mobiles informing the home owner,
nominated friends or family that the alarm has been set off.  The
Alarm 24 is a bells only system designed to deter burglars and inform
neighbours when the alarm is activated.
